"Unfortunately, although the program itself is free, most of the templates it offers must be paid for if users want to print them without a watermark."

Since the program itself is free, it receives the "free" banner rather than a "shareware" one. That's a common method developers use to market their software, having their users pay based on the functionality (in this case, templates) the user chooses to add. It's good when you only want to buy select templates, but a little irritating when you expect all of the templates to be included in the freeware version.
