Applications could not be located in WININET.dll

When i started my laptop(Windows Vista Basic OS) this morning and clicked on Internet Explorer i got the following message - 'The procedure entry point InternetCloseHandle could not be located in the dynamic link library WININET.dll '
Similar message gets displayed while starting other Applications also and due to this problem i'm not able start all these applications.
And when i try to go to My Computer, My Documents, My Pictures, etc like folder i get the message 'Class not registered'.
Please i desperately need some help to overcome this problem...
