Answer
Remember that such work is heavy.

My son went back to a desktop for video editing but uses a Surface Pro for presentations.

Take both model numbers and see if notebookcheck has reviews. HOWEVER the Apple has some edge for some since it has Final Cut Pro.

The current gen models play video at full frame rates so why is there any question about video work?

I'll keep this simple and short. It's more likely the software titles will be more of an issue here. That is, if you wanted Final Cut Pro or some other easy to use video editor you would get the Apple. If you find Windows apps then the other.
