Because the designer used some other chipset or such and had to write we call a shim to support the design.
The change has caused some software to need updating to work but I'm going to not expand on my answer.

I have recently bought a Samsung Galaxy S3 Mini, GT-18190, android 4.1.2
I have app2 SD that tells me: the device don't have a real primary external storage or the primary external storage its emulated. Moving application to SD will not be supported by android systems.
All the application are actually going to internal storage even the one suppose to go automatically to external SD.
I had a Samsung Junior before (only for 3 months) and never had this problem.
I copy and paste picture to ext SD without any problem.
Why i should have an emulated SD when the SD it's there?
I already ask around and i was told that is normal on this new phone.
Please let me know.
