App to make folders display as menus?

Back years ago when I used a Mac, I had an add-on app which, when I hovered my mouse over a folder on the desktop, displayed the folder's contents (files/sub-folders)as cascading menus, similarly to what happens in Windows Explorer on the start menu (if you have it configured to do so).

Does anyone know of a similar app for Windows XP?
