If that doesn't work for you (or if you want to try it first) you might try pressing the F8 key as the computer boots then try to start up in NORMAL mode under your regular account.
If you are able to log on using your regular account install Microsoft's TweakUI. after installing it run it and expand the Logon entry in the left window and select Autologon. UNCHECK the box that says Log on automatically at system startup.
Now you should be able to make use of the USERS applet in Control Panel to remove the account they added.
On 8/18 I was STUPID enough to answer the phone and believe these Indian accented guys who said they were from Windows Tech Support. After about 1 hour having a "bad" gut feeling & questioning their authenticity, I let them get into my computer w/Log me in Rescue, talk me into typing in the "run" block> www.ammyy.com, and after NOT buying a "Windows Upgrade @ $169/5yrs (then price came down to $100, then $50). When my computer re-booted, it was in "Safe Mode+ in middle of screen I got a box titled "Windows XP Startup Password" and it says>"This computer is configured to require a P/W to start up. Please enter startup password below". NEVER had this issue EVER w/ANY computer. ANYONE have an idea how to get rid of. MS Tech doesn't. HELP-HELP-HELP !!!
