Anynet+ emulation?

Hi, this is probably going to sound dumb. I don't have a Samsung HD recorded, but I have a media server set up and the TV is connected through the LAN.
I would like to be able to record TV onto the server, and I have a TV card in the server. Is it possible to trick the TV into thinking the computer is an ANYNET+ device, so the record buttons on the remote will work?
Maybe a piece of software or something?

When I searched on this a while ago, those who'd looked into it had concluded specific hardware was needed for the HDMI-CEC port, and no graphics adaptor currently supported it.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
