ARC and Anynet is considered hit and miss by folk I know. You found it didn't work so if you want to try, call Samsung (1800SAMSUNG) to see if they can fix it.
All the installers I know do not rely on ARC. They go with the classic setup of all sources to the receiver and then the receiver video out to the HDTV.
i have big problem with putting together few devices.
For be specific:
TV - Samsung UE40H6400AW with 4 HDMI Ports
1 - Cable TV tuner
2 (ARC HDMI PORT on TV) - (ARC HDMI Port on Soundbar) Sony Soundbar HT-CT790
3 - BlueRay Sony
4 - Playstation 4
When everything is connected I cant choose Anynet CEC for Soundbar. Im turning Sound Device in TV Settings for Receiver but no connection to Soundbar.
When I unplug everything, power reset and only plug in Soundbar to ARC HDMI i have connection, after that im plugging in Cable TV Tuner, and i have Sound from Soundbar, but ! Anynet disconnected. After TV on/off with just only 2 HDMI devices (Soundbar and TV Cable Tuner) the problem goes back and i cant connect Anynet CEC and i dont have Sound through the Soundbar.
