Any way to connect computer monitor to chromecast/roku?

I have a Dell HD computer monitor (23") that has two usb ports, a VGA port, and DVI-I port. I would like to use the monitor as a television as well as using it to get streaming data from chromecast or roku (like the roku stick). I know I need an external TV tuner, but is there a tuner out there that would allow me to stream video via chromecast or another streaming tv device? Or should I just get a cheap TV and save myself the hassle? Thanks!
