Any tips on fixes?

First and foremost I am not the smartest PC wiz on the planet that could come very apparent to everyone as you continue to read however this isnt my first time with it either so I do know some stuff. My PC for awhile has had shutdowns without warning for a week or so now. This seems to happen usually when its inactive/ nobody is using it and very rarely when I am using it. I figured it was overheating issues so I prompt for a fan cleaning and checking on my power supply (which still could be the issue but it doesnt seem random when it closes) my fan works fine and it seems the system doesnt close when I play hours on hours of gaming so I wouldnt see how overheating is the issue either. And as I log on today nothing seemed to wrong as i was still able to log in properly and my normal startup applications did what they normally do. However none of my applications seem to actually work/ they all freeze after the open and I cant close out of them or do anything with them. And some wouldnt even open. I ran both chrome and Mozilla and chrome and both seemed to just stay on the same white screen and never load. But I can still type in the top bar it just does nothing. I tried running my admin CP for a "SPC /SCANNOW" to find any issues and it seemed on my normal menu it couldnt even launch Admin CP. No error code or anything after I click admin CP for "run as administrator" it wouldnt do anything and It wont let me click anything else on my PC even tho the mouse works and i can hover over other apps but can't open them (this is the same reoccurring issue I've been having with all applications where i run it and it will open but cant do anything and i cant open anything else) and again it will just randomly shut off with no warning at random times and sometimes it wont. Next I ran my PC in "safe mode with networking" and it seemed the network loaded but upon searching something (discord) it took me to the results of my search but clicking the site it took forever to load and it tells me "network is unresponsive" but my internet is connected fine.

****its also nice to note that after turning my PC back on after it randomly shuts off it seems to have internet connection issues but when I unplug the modem then plug it back in it connects just fine. But until I do that it has the problem connecting symbol. This has happened for the last 2 or 3 days

Moving on I ran "safe mode" without network and opened command prompt as admin and it worked just fine and then proceed to type "SFC /SCANNOW" and after a small wait it gave me the "windows resource protection did not find any integrity violations" now this is where I'm not the smartest with computers if running this in safe mode doesn't help or will be able to find my issue then I dont know I just figured trying to get the scan on anything is better then nothing but again no clue. Back into my original normal start up NOT safe mode I went to do a system restore to a previous date Start button menu, choose All Programs→Accessories→System Tools→System Restore once I clicked on "system restore" it never asked for a time period to restore too it just says "starting system restore please wait while system restore starts. It might take up to a few minutes" well that's certainly the understatement of the year for my case as it has said this for over an hour now while it just sits there and loads....no timer or any indication how long it will take. So currently I'm just sitting here waiting for it to actually do something. I should also note that my antivirus/malware subscription to webroot has been expired for a bit because I just keep forgetting or dont have the money when I remember. However since I've had webroot in the past they still offer me virus scans but it always comes back negative that I have no issues and if it is virus and my webroot couldnt detect it then I'm unsure where to go. Any help would be appreciated.

I dont know a WHOLE ton about specs
So If you let me know what you're looking for and where to find it just post it in comments and I'll follow instructions to give you what you need.
It's also important to share my disc space has been really low for a bit and I keep deleting things I dont use etc and it's still extremely full so if this is a cause of the slow loading etc let me know and how to fix.
****UPDATE*****
My battle.net launched after a long wait time but told me there was an issue and to relaunch it and I tried but nothings happening now it isnt launching.
I also ran control panel to check my specs and it took a really long time but it showed up my control panel. It seems everything is just running at UNGODLY slow speed.

All I know is I have:
Windows 7 64 pro
AMD Radeon 760? Something like that

(I'm going off memory it's hard to check when nothing on my PC will run)

The system restore finally did something it told me "system restore does not appear to be functioning correctly on this system"

So j started the system in safe mode and did system restore there and it worked everything is working fine now...just figured I'd update this for anyone with the same issue.
