my Norton antivirus is not working properly. waht is have to do?

Several options.
1. Reinstall
2. Ask Norton support. You'll have to provide more details than you do here.
3. Remove (using the Norton removal tool) and - if you feel you need another antivirus because you don't want to use Windows Defender - install another one (either free or paid).

Just uninstall the software and remove the traces completely from your system and then reinstall the software. It should work well; if you still face any difficulty then you should get in touch with Norton support team.

Norton Antivirus isn't updated from 3 years as its last stable program update was released on 27 March 2014 so issues will rise with time(if you read Wikipedia of Norton Antivirus). Although there are many programs nowadays that could offer you better protection(in even their free version) than Norton Antivirus in which I could name few like Avast, Avira, Kaspersky, 360 Total Security, Baidu, and Panda.

Uninstall, Cleanup & Again Install

If you are facing any issues with you Norton antivirus, then you should follow the following steps:

1. First uninstall the Norton from the Control Panel.
2. Thereafter, install a file cleaner tool which remove all the data related to this antivirus software present in your computer system.
3. Now the computer is cleaned from any sought of antivirus software data.
4. Now, install a fresh setup of Norton antivirus in your computer system and register with the old credentials.

I do believe that you should first uninstall the Norton antivirus and cleanup the unwanted data files present in your computer system. After cleaning up the data files, you should again install the Norton antivirus with your registration details.
