Annoying black shadows on dark images in online videos

Hello,
I have watched a lot of films and videos online over the years, but I am wanting to know what causes those annoying black swirrls or shaddows against expances of black, on online films and videos. They are particularly noticable on black & white movies. I have never seen such torments on normal tv broadcasts or even store bought dvd's. They only seem to haunt online video files. Might it come under the name video "noise" or perhaps picture "blocking" ? Whatever it is I would like to find a way to get rid of it. Does anyone know of a (free) software for removing this urksome problem from FLV; MP4; AVI and MPEG2 videos?

In short "compression artifacts."

To reduce the video size compromises are made. Some folk find them so annoying they only watch other than online videos.

As to removal the quality of the video is lost in the compression and can't be put back in.

Hi, Thank you R. Proffitt for writing. You have been most helpful.
I would like to try, preferably a Free Software to try and remove the swirrling artifacts from my FLV; MP4; Avi and MPEG2 videos.
I have googled to try and find one but most softwares seem to be for Still Photos. I require one for moving Videos of the file types listed above.
If anyone can send me a link for a good video artifact cleaner, I would be very thankful.
