Alternatives to iPod Touch

I want to buy a handheld device that I am able to go onto the internet with (check e-mail, general surfing, etc.).

I was looking at the new iPod Touch 4th Generation that has recently been released, but was just wondering if there are better alternatives since I don't really care for Apple product myself and I have heard that other devices are just plain better than the Touch.

Also, the price can't be too expensive, about $250 would be good ($300 max).

CNET just reviewed it; seems to be an okay device. Significantly cheaper than the lowest priced iPod Touch.

there are really only two other players, Crowon and Zune. I don't know much of anything about the crowon, but I know the zune's browser is a little slower than the itouches. however the OLED screen is much better, and the zune will last longer on batteries (30 hours audio, 8.5 hours video) if apps matter at all, the zune has around 200 at the moment, but only around 40 are in the store at the moment, the others are on websites like zuneboards, and they take requests.

I had both for a day and although the internet and app load times were slightly better on the itouch, I had to side with the zune in the end.

I've been seriously looking at the Archos 43, and the Archos 70 Internet Tablets. I'm leaning more towards the 70 ...

The Archos 43 has nine features that the Apple iPod Touch doesn't have, and the Archos 70 has additional five cool features that the 43 doesn't have, for a total of 14 features the iPod doesn't have.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
