ALT command not working with Netscape

I have a web site that I manage and on the web site I have a page with several thumbnail images that link to larger images. I decided to add a description to the thumbnail images so, I used the ALT function in HTML with the <IMG SRC> tag. A friend of mine visited my site and said he did not see the text that should pop up when you place your cursor over the thumbnail image. He told me he is using Netscape (not sure what version, I am checking on that). Does this function not work with Netscape?

Netscape has some 7 major versions with many subversions in each. It's possible that older versions don't work or your web HTML code isn't passing the HTML validator we see at http://validator.w3.org/

In addition to the alt attribute use the title attribute. That will show up in browsers that don't show the alt attribute.

The alt attribute will appear if images are turned off or if the person is using a non graphic browser.

The title attribute will show up as a "pop-up" when the cursor is paused over the image.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
