"All Programs" button does not work in Start-Up menu

I am operating on a Dell 8300 with Win Xp Pro.
For no reason my "All Programs" button is not functioning. Found out when I wanted to go to a "Restore Point"
How do I get it to work and is it possible to go to a "Restore Point" without using the "All programs Button"??

Try

Uncheck 'hide all system folders' in Folder Options 'View' menu. Search 'System Volume Information', in 'My Computer'. You'll see a long row of figures and letters, expand this,or these and find an appropriate 'RP' no.
If you cant see the start up window, press Windows key on keyboard.

This should fix the All Programs problem

zwaving, Do the following which should correct the problem.

First, login as Administrator (or equivalent) and execute this command from Start, Run dialog:

regsvr32 /i shell32.dll

Restart your computer
