While I worry the story here is missing details, it's anyone's guess what the issue is here.

Read your reply several times... The phone came from a store. Could not understand why activation would be required if a cellular contract would not be needed. Have also posted this to Alcatel for the A205G.

This model phone is not a smart phone so any use requires it to be on a network and activated with ONE EXCEPTION. And that exception depends on the country. Here you could use it to dial 911, but that's it. That's all it can do without activation and plan.
Furthermore this is a 7 dollar phone here. Not very useful without a plan.
