After XP SP2, Can not download, unless

you click the 'new bar' under IE address bar, I think its a Security center bar(?) and click 'download the file...

Can I turn off this feature?

Also XP SP2 security center can not monitor NAV and probably other... should I worried about this?

yes go to tools and turn off pop up blocker
