1. If your machine can't boot from said device then this has little to do with Vista. The hardware could have chose this moment to fail or you didn't set the bios to boot from it proper.
2. Many forget to install their CD/DVD (Vista compatible!) recording software. In fact any media made with drag and drop to the DVD drive might appear to be blank. That would be proper until new software is found.

Good Day Mates,
Am new here and i would like to ask some help.I've installed Windows Vista Ultimate on my PC.
Once the installation finished, the DVDRW stopped reading.When i enter to My Computer, it's visible but not working.
I tried to enter a Bootable CD To Format the PC.It is not reading it even after booting the PC.
What is the problem? Any Solution ?
