Advice On Video Encoding System Build

I am looking to upgrade my current system which has the i7-4770k processor with 16gb of ddr3 Asus H87M-E running windows 7 which I use primarily now for Handbrake encoding, using high quality custom settings using the x.264 encoder and now looking to do more x265 encoding. I DO NOT GAME AT ALL. After researching the internet and looking at Handbrake benchmark tests, I am looking to build a system with the Ryzen Threadripper 1950x. This is my first time building a system from scratch.

I would like to build a somewhat cost effective very robust system for video encoding, specifically for Handbrake and would like opinions on the components I am choosing from pcpartpicker. I am planning on overclocking the processor. Here is what I have chosen so far and if I can save money in any area that will not compromise performance, please let me know.

Question about memory: Is it better to have 2x16gb or 4x8gb for memory and for performance, will 2800, 3000 or 3200 memory make a difference?

I don't know anything about video cards except they don't affect performance for Handbrake encoding. Thoughts about this card?

What does your ram show for usage when running handbrake?

On the new build if you overclock your into an unsupported area.

Odd things might happen.

Faster ram will bump things along a little faster but you will need to overclock to use that ram speed.

I go at this from the opposite direction.
I do not overclock.
I fit the machine with the proper parts and get the proper bios and drivers.
Then I trim out unneeded stuff that's loaded or running.
The result is this machine benches faster than 68% of like machines.
What dings this machine is the mobo it has sata 2 ports.
That limits my ssd but I'm not going to change a mobo and then buy a new OS.
