Advice on video card

I have P4 at 2.4Ghz, 512 Ram, ATI Rage128 Pro AGP. I also have a cheap Xpert video capture pci card.

What I want to do -Capture VCR and burn to dvd.
-Run desktop PC onto regular TV
via Svideo.
-This desktop never runs games
-I don't need TV tuner on PC

To get TV Svideo out I need to change video card.
Would I be better of doing video capture with a video card rather than the Xpert video capture PCI card.
What are PCI express video cards? I have a AGP slot on the Mother board, is PCI express better? Can a video card run both VGA and Svideo at the same time?
Can someone shine some light?

Hello, my best advice is get a DAZZLE Digital video creator model 150 from:

this unit is truly fantastic for VCR capture, because the model 150 as a built in DVD decoder chip.

It is much faster ( 4 to 5 times faster ) to encode than using the chip on a video card and a lot of cpu cycles, the quality is great and it connects to USB 2,0. My videos now have a better quality and I dont loose my computer for hours waiting.

For the video card I would suggest an MSI FX5200,

This card as 128 megs of memory it's an AGP 8X and is compatible with Direct X 9,0 it also as TV-out, one of the nice thing about this card it doesnt use a fan to cool the GPU it uses an heatsink so this card will work for many years before needed to be replace or serviced, the cheap FX5200 card on the market all have a tiny cheap fan that always become defective between 14 to 18 months. So get an MSI with the heatsink and have it trouble free.

As for PCI Express, well you would have to change your motherboard for one that as a PCI-E connector, the video card would cost you a fortune and you would still have to wait for hours to capture the video.

So save some money and a lot of precious time and get a Dazzle 150 + the MSI card and I am certain that you will enjoy your setup for years to come.

VGA to TV

You can also get a VGA to TV down conveter, it plugs into the vga port and has a passthrough connector for the monitor and gives you composit and S-video outputs they cost $60~100.
Some of the video cards with S-video outputs you have to choose one or the other but not both. John
