I think the think the best you can do is contact the copyright holder (like the Walt Disney company or Sony Music or CBS or ABC or Electronic Arts) of the content you want to distribute.
They own the stuff, and you must make arrangements with them regarding digital right management and the fee you've got to pay them for every download.
I don't think there's someone who represents them all.
I would start with hiring a few lawyers to take care of the details.

I am going to build and design a music,movie,tv show and pc game download website and have come up with a few questions i'm sure some of you guys can answer.
I am looking to get hold of a large amount of music,movie,tv show and pc game files(at least a hundred thousand music & movie files)to go onto my website.Now i'm sure there could be some issues with acquiring licenses from record labels and film/tv studios but i'm sure there must be a company out there who can sell a database with the amount of files i'm after for my website.I have done a fair bit of research,but can't seem to find exactly what i'm looking for and i just need some advice and guidance on the best way to do this.
