Adobe rebates a scam or am I missing something?

I just purchased Adobe Elements 4 bundle on an upgrade and reading the fine print, proof of purchase must be tab 1 on the "top" of the box - no such thing, the only purchase proof is on the "bottom" of the box and they specifically state tab 2 is not acceptable!

Is this another one like the $50.00 I lost on a Lexmark printer rebate purchased at Costco where I literally send them the whole box a piece at a time over a period of weeks and could NEVER qualify for the rebate or is my package missing something?

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
