Adobe Photoshop 7 glitch

I'm using OS Win XP, Adobe Photoshop 7. The software has a mind of its own when I'm selecting brushes. When using the "drop shadow round" brush (an open circle brush which allows precise manipulation) it sometimes changes to a crosshairs brush, not so easily used because the boundaries are tough to gauge.

I've tried "reset brushes" and "preferences" to get me back to the brush I want. Seems I have no control. Changes occur willy nilly.

Is there is fix, am I overlooking something simple?
