Installing software can require "you to mess with the files in Windows System 32 Folder" so what you are asking for doesn't exist yet.
But let's back up a second and think about what Windows is. It's an OS for the Personal Computer. It was at it's very inception designed to let you do anything you want. Since it began with that it has later been asked to incorporate security which as you suspect has been a very rough road.

I was wondering if there is any way to create an account where you can create an account that is able to install software / programs without keying any password, but forbids you to mess with the files in Windows System 32 Folder? And if there is, how do I create it?
The issue now is Administrator account allows me to install programs without keying password, but at the same time allows me to move files in the System32 Folder, for example.
On the other hand, the standard account is so strict that I can't even install programs, or even create a New Folder in Program Files, unless I know the administrator password. Maybe there is a way to create a middle ground in between the two.
Please advise, and thanks in advance.
