Am I out of luck if the administrator password has been forgotten on a home pc?

If you do a search in google with "Administrator password
forgot" without the quotes you will fine some information of what to do. I do have a burned CD with the application found at this site:
http://home.eunet.no/~pnordahl/ntpasswd/

I use it in a CD with my work related customers that have the problem you describe. There is a catch, if you have used or created encripted files you will loose the ability to see or work with them unless you remember the original password. Encription uses the password to generate a key. To learn more about it I also suggest to read the information at:
http://www.petri.co.il/forgot_administrator_password.htm#2

Here also you will find another links to other applications that can be used to reset win32 passwords.
Hope this helps you!
