My notebook has been re-installed by our IT guy and since then I cannot download any programs as it requires "Administrator" authority to do so. anyway I can cancel that ?

Given the mention of an "IT guy" I'm assuming this is a business laptop, so I'd ask them. It could be they're now restricting user access as a result of problems, or it could be they made a mistake, but either way before breaking down the back door you need to obtain permission first.

My computer actually is a personal labtop just as I did ask him a favor to help me out when my labtop crashed.... I am not sure if there is a way to shut down that restriction now ?

There's the hidden Admin account...

If he didn't password-protect it, you can boot into Safe Mode (press F8 during boot) and choose the hidden Administrator account, omitting a password. If that's been protected, though, you'll need him to give you the password. Otherwise you're looking at reinstalling Windows again or paying $100+ to recover the admin password. Thus, as Rick said, your best option is to consult the guy who did it and have him give you the code.
