Administrative Icon at log on

How can I have the icon for two parties show up on my desk top at the point of login on so which ever one of the two wishes to log on can simply select there icon and using there respective password to get on board whenever they so chooses. Both users have administrative access to computer. Each time i power up only one person icons show up even though a second account was created.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
