Admin: need permission to delete

I am trying to delete (team viewer) TV.dll which states that I need permission to perform this action, AFTER I have granted permission through the windows UAC. I am on an admin account and have given full permission, and it in security it says I have full permission (although it will not let me UNcheck full permission.)

Does anyone know whats happening?
I have done everything I can to grant permission and it still says I need it.

PLEASE IGNORE THIS. AFTER SOME WORK IN SAFE MODE I FIXED IT
