Addition explorer toolbar

I have a Dell Dimension l800r with windows me o/s. I have inherited an explorer toolbar. I use folders for my favorites and when I click on c/net folder I get a smaller toolbar which I have to click maximize to get the selected window.This does not occur when I click favorites from the normal toolbar. It also occurs on some links inside programs.How do I get rid of this unwanted toolbar.Thanks for the help

Right click toolbar and select Toolbar>

Then deselect any toolbars you don't want, or add ones that you prefer
