adding a DVD burner to an older machine...

I would like to add a DVD burner to my computer
WinME Gateway PenIII 1GHz 128ram... Do you think I
should buy a new computer with DVD burner already
installed or would installing a good unit in my old
computer be adviseable..??

Your machine is about 2 times above the mark where I would say don't do it.

The OS is going to have an issue and the memory is 1/2 to 1/4 the size I would suggest for Video editing, but it will and can work with what you have.

The OS becomes an issue for some possible DVD exercises, but the usual bundled software KNOWS to not try to make over 4 GigaByte (GB) files which is a limitation of this OS. To work around this, it breaks the files into 1GB chunks. But this can be annoying since video capture software might just stop at the 4GB point and you may not get your 2 hour capture.
