Now I feeling really dumb. I tried several times to reply to Steve's help but didn't post, at least not that I can see. Here it is:
Steve Thanks. There is nothing on the screen, no blue Dell message, no blue screen of death or anything else. I assuming the motherboard was damaged in shipping or something came loose on it or RAM came loose. My good friend, more advanced than myself, thought it would not beep if no OS installed and suggested manually putting OS disc in and starting. I didn't try yet as I am still deciding whether to send back or keep. I appreciate knowing I should get some sign of life even without OS installed. I was lead to believe the beep with booting is a motherboard power test. Thanks for that info and all help.
Help, my PC with Windows 10 won't shut down properly
Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
