The bane of the PC is that not all things work with each other. Or there is no driver here or there.
But I found one item missing from your post. You noted the video driver but did not mention if there was a MONITOR.INF file for this display. I'm finding many don't want to research that but this is what I'd look at next.
Hi there. I have a 19" Envision H190L monitor on an Intel 82845G display adapter. The max resolution for the monitor is 1280x1024. However, that resolution stretches the screen and displays images skewed, with a 5:4 ratio. 1280x720 works with no problems.
An older CNET forum (2007) said, if your monitor has a native aspect ratio of 5:4, then you should run your display with that resolution. Well, that's what my Envision monitor is, 5:4.
How can you prevent the screen from stretching? It does that both in XP and Windows 7. Have been trying to solve this for days by looking at different articles. Short of replacing monitor and/or adapter, I've got no answer. Intel stopped updating drivers for my card.
