acvhd vs hdv and how that coincides with 1080i vs 1080p

i have $1800 i am interested in buying a camcorder with the highest resolution. i shoot music videos and edit them in sony vegas. with the camera i use now there is blurr/ lines when there is any rapid movement. I am under the impression that is caused by it being an interlaced recording format. either way I am looking into getiing the most bang for my buck can ANYONE help me

And all along I thought it was the 60Hz frame rate.

There's also the (electronic) shutter speed that you can help along by adding more light but 1080i or 1080p will still have issues due to low frame rates. It seems folk accept this as I see it in film as we pan left or right.
