(this application is about to initialise ActiveX controls that might be unsafe. if you trust the source of this document, select yes and the control will be initialised using your document settings.)
and yes, the doc is saved in excel 2003!!!

http://support.microsoft.com/default.aspx?scid=kb;en-us;827742 treats this exact error message and explains what registry patch to make to disable the message (and the associated security check).
http://support.microsoft.com/default.aspx?scid=kb;en-us;827720 gives a programmatic workaround, which is recommended (only use SFI controls), but you must have the spreadsheet reprogrammed to implement it.
It's your choice.
