Activating iPhone 3GS

I recently replaced my iPhone 3GS with an iPhone 4, but want to give the 3GS to a friend to use as an iTouch. I accidently lost the SIM card and tray, restored the 3GS, and now it wants a SIM card. Can I buy another tray and a AT&T unactivated SIM card, and get it to at least go to the home screen?

It doesn't check if it's on a working account. Just that it's a sim card from AT&T.
