And is your Windows account an Administrator account? Some folders are system protected so you cannot move or delete those.
This can happen with infected machines so scan with your anti-virus and anti-malware software.
If you are trying to move or delete user created folders and files try that in Safe Mode.

Hello everyone!
I'm unable to delete, rename, or move files and folders. Whenever I try to do the following error message comes up: "Cannot delete (or rename, or move): Access is denied. Make sure the disk is not full or write-protected and that the file is not currently in use."
The disk is definitely not full, and the files are not in use (at least that I'm aware of). It's also not write-protected.
Please help!
