Access denied to msconfig

To update the firmware on my DVD drive I needed to close all my startup programs and used msconfig to do so. Hoever when I used the disable button it failed to do work and subsequently I get a Access Denied error whenever I try to run mscofig. I am the sole user and the administrator for the machine. I have tried creating another different administrator account but this hasn`t solved the problem. Any ideas on how I can get msconfig working again please ?

Why not simply boot up in safe mode?

Thanks for your thoughts.I did manage to update the firmware ok using Mike Lin`s startup program to close down my startups but still need to re-establish msconfig for the future.

It is possible that the .exe file has been damaged or corrupted. The file is located here: C:\Windows\PCHEALTH\HELPCTR\Binaries
Locate the file, then attempt to open it. to see what the results are. If no differences, do search for other copies of the file on your computer.
It should be located in the i386 folder.
You can copy and paste a new copy from i386 to the Binaries folder. No guarantees, but sometimes this will solve the problem.
