Whatever you mean with 'placing a database', the solution to me seems to be:
1. Place an new empty database as 'normal user'.
2. Login as administrator.
3. Open the newly placed database.
4. Choose File>Import and import each and every item from your old database. You won't have trouble accessing your old database, because you're administrator now.
5. Set the StartUp option as you want them.
6. Close the database and log off as administrator.
7. If everythings works as expected, log in as administrator and delete the old database.

I am a single user but placed my database file for security purposes as a system administrator but now when I open the file it is saying I do not have access to the file. How do I delete the system administrator so that I can open and use my database again?
