Your ABS is broke. Hope it's just a sensor, or it will cost a bunch to fix.
Every time i step on my brakes i hear a clicking noise on the passenger side and my abs light goes on then off for a few seconds. is it just a fuse?

ABS systems do a self-test each time you change direction (fwd->back or back->fwd) to make sure they are still working. That clicking is brobably the brake bad or caliper loose and sliding. It could be a loose part on the ABS itself, but either way it's broke.
It keeps doing it because it's failing the self-test and therefore does it again and again. The ABS light is telling you to have a mechanic look at it because it is failing the test
