Control panel/keyboard.
There's a few options you can play with.

Replace the keyboard.

You only gave the symptom and not much else. The keyboard has been replaced so it can be a motherboard or other part.

A really bad one last year took a nasty turn as we found the OS was cracked. They had installed a copy of Windows from a torrent and what a mess. At the shop we can't support that and the client was upset about that. Not much could be done except show it worked fine in other bootable OSes. It was at that point we had to return the PC unfixed as they would not buy the OS or supply a good legit copy.
