On EVERY icon; say, both the Recycle Bin on your desktop and the Internet Explorer icon on the taskbar. And all other icons on your desktop?
Or just one?

Hi Kees
The popup comes on any icon that I click on or any time I try to navagate and go any place. I can send you
a photo to show you what the popup looks like if needed. The popup also comes up when turning the computer.
Thanks for your reply.

Re: error

http://www.google.com/support/forum/p/Chrome/thread?tid=069e817d76d5f68f&hl=en is the only other reference google finds for this error message, and it clearly isn't the same as what you experience. But it tells more: it tells it's a csrss.exe error (that's an essential Windows program, and it doesn't help much to know it).

I'd start with a System Restore back to when this didn't happen.
