A Podcast Is Not A Podcast If It Is Not A Podcast

The general consensus of what podcasting is is that it has to be able to be delivered using RSS. Direct downloading of a show is just that and is not a podcast

what if it's also a radio broadcast?

What about a show that started out as (and still continues to be) a radio show. You can still listen to it on the radio, but you can also download an mp3 recording via RSS feed.

Is that a podcast?

For some people, a podcast is a genre, so radio broadcasts that also podcast don't count according to that context. For others, it's just using RSS to deliver, no matter if they also broadcast, so that would be podcasting as well.
