A PC Dummy here need rescue. Really, really, need help.

PC Info:
System : MS WinXP-Pro, Version 2002,
Serv.Pack 2
Computer : Intel(R)
Pentium(R)4 CPU 2.40GHz
2.40 GHz, 240MB of RAM

Net : Broadband 512k using Aztech DSL600EU ADSL
2/2 + Ready Ethernet USB Router

Is the above info enough? I'm not tech savvy so pls tell me what more info is needed.

Problem :
1) Cannot use Outlook
2) Cannot use any mailer software either. I have a database of list given to me, yes, opt-ins, which i like to send some info and announcements to, but can't
coz of this problem. I even tried some of those mailers that have built-in SMTP but still can't work.
My ISP is useless. Either they don't reply or they respond to the wrong problem. Want to cahnge ISP but can't coz they're the most prevalent in town + most cost effective. Using BCCs like in yahoo, etc is not very appropriate unless you're mailing like 10-20 pax, I think.

Pls I really need some help or any suggestions.

Just a guess but your ISP's filters probably block this as spam. Or your own filters are doing it.

Almost all ISPs have agreed that allowing builtin SMTP use is a source of SPAM. Your ISP, if a good one will disable this and you get to call in and get them to enable it. But the moment someone tells them you SPAMMED them, the SMTP is locked down again.

In short, if you need to send out emails en masse, you need to educate yourself about the methods and never spam. Since spam is spam and this is about spam or could be used for spam I hesitate to offer any fix.

But your ISP is the issue and cause of the failure. If they can't fix it, then you need a new ISP.
