For low light work, a camera needs a larger imaging sensor, fewer pixels, and a brighter lens. The compact camera that has all three of those things is the Canon S95. Others in the same class are the Canon G12, the Panasonic LX5, and the Samsung TL500. But all of those are more expensive and less pocketable.
As far as all other compact cameras go, again, fewer pixels and a brighter lens is a plus. Have a look at the Canon SD400 and the Sony WX5.
I'm trying to buy my husband a camera for Christmas. He does urban exploring (usually at night, nothing illegal) and wants a camera to capture shots with for his website. I need something lightweight, preferably slim so it can fit in a pocket, and great for low level/indoor lighting, or even night shots of the city and such. My price range is $400 or less. He doesn't know anything about photography (aperture, shutter speeds, ISO), and really just wants a point and shoot. I know this is a big request for a non dSLR, and in that price range, but even if you had some suggestions for the better quality ones I would really appreciate it!
