I suspect that some breeders are working to make that breed smalller and smaller.
What sorta bugs me is that the owner paid $5,000 for it. I'm not sure if it was out of love for the little guy or as an ego-booster to own the smallest.
"Teacup" chihuahuas have been around for years. I think that's small enough.

Making the body smaller makes the head look even larger.
She will probably get her money back by going on a tv tour.
