' 91 Buick Skylark,GS,3.3L,3T40 trans. TCC circuit

My Buick is a 3 speed & in third it starts to chug,or shutter, @ 45&up, it smooths out. The code indicates TCC circuit. The Haynes manual describes the same behavior and agrees w/ the code but no instructions on how to replace it, trans repair is sold in a separate manual that I can't find. How hard is this to replace? Is it behind the access plate?
