60sec. delay in starting up I.E.

When I double click the I.E. icon a blank page comes up with no text or icons on the menu, tool bars or on the task bar at the bottom of the screen. After 1 minute my complete home page suddenly appears.
I have Windows ME, IE 6 sp1 and am using a dial up connetion. Any one know what is causing the problem. I would appreciate any help.
