40 mph drivers

My really pet hate is the driver who drives at 40 mph on the national road limited at 60 mph and still drives at 40 mph when in the urban area limited at 30 mph. In other words drive to slow when they could drive faster and drive to fast when they should be taking more care. They are obviously driving in a daze.
