4 Pin CPU connectors causing PC to not boot

I have nothing but the 24 pin and 4 pins connected on the MOBO. It isn't in a case so I can test it. If it's just the 24 pin it gets power fine. I swapped PSUs and plugged the 24 pin and 4 pins in and it boots fine with my secondary PSU. I tested both PSUs and they both get power (one was bought today). The model that is having an issue booting it is a EVGA 600W and the one that will boot it is a CX 600M. MOBO is functional, CPU is functional, RAM is fine. Any suggestions? Check my past few posts for more info and details on my issue.

This one has a problem and can't pull as many watts as advertised anymore.

The model that is having an issue booting it is a EVGA 600W
