We had a contract for him to sell several paintings. He had a potential buyer for one of them. He returned the others. We have not heard from him in several months. We have attempted to contact through telephone and e-mail but have had no luck. We are in SC and looking for him through search engines using his phone number and business name. After telling me that he would pay us back within 3 days it has been now several weeks and I still have not received any money from Charle Locke. Mr. Locke does not return my telephone calls nor my e.mails Charles Locke ows my client $145.000 since August 2005 it is now October 31 2005.
Mr. Locke and I have resolve all our difficulties due to mutual misunderstanding

I've been buying on E-bay for years. I've had experiences both good and bad. I've had sellers de-register after taking my money-thank God for American Express. I look on bad transactions as a lesson learned.If feedback on a seller is above 98%, I chalk up complaints to difficult buyers. However, always read feedback- skip the positives and HUNT OUT THE NEGATIVES! Some neg feedbacks will really tell the story-changed IDs, etc. Look for sellers with high #'s of feedbacks- they have been doing business for a while. Many negatives in a short time, regardless of how many positives have come before, is a red flag.Look for shipping charges that are more than the cost of the item.(Especially from out of the country)Follow common sense and E-bay can be a great means for getting exactly what you want at great savings. Yes, I have been stung a few times, but don't take away my E-bay!
I use Ebay a lot but one must be very careful,read the WHOLE page not just the bit that really interests you,DO NOT bid on lots that state"not tested or sold as is",be careful of faulse descriptions,ie;unwanted present/not interested in what ever,only to find that listed under sellers other items,the seller has 10+ more of the same to sell!!.
Also Paypal is not as good as they want to tell you,if you have a dispute,it will take ages to sort and then if you are lucky,the chances are that you will only recieve some of your money back.I personally NEVER use Paypal.
I have been "scammed" twice with non-working electonic stuff, one a plasma Tv and again with a useless laptop DVD/CDRW drive. In each case it was reported to eBay but the vendors just de-registered themselves. In both cases the vendor feedback was shaky.
In my view the buyer gets no protection from eBay!
I mostly buy and sometimes sell on Ebay. I had one problem with fraud early on but managed to recover over half of the $100 I lost. I contacted the local police department in the town of the seller and filed a complaint. The police contacted the seller and he sent a contrite email saying he would repay me but of course never did. I collected from Ebay but the process is painful.
Always check feedback of seller carefully. Anything less than 98 percent is a red flag. Look at the feedback details and see what the seller has bought and sold.
Be careful of New York City sellers (they often disguise their location).
Always check price of the item on Froogle if possible.
Don't buy if shipping and handling fee is unreasonable.
Read description of item carefully.
Don't sell anything valuable on Ebay unless you know exactly what you are doing.
Don't bid on anything unless you understand the Ebay bidding process...I alway Snipe bid.
As far as PayPal goes, it is convenient but I quit using it because my wife insists on balancing our checkbook to the penny and I got tired of trying to explain my PayPal account transactions.
I pay with USPS money order and take payment in anything other than PayPal.
You state "Be careful of New York City sellers (they often disguise their location)". I live in NYC but have had problems with sellers in small, unknown little towns right up to big cities. Strangely, I haven't had a bad transaction with a NYC seller.
EBay allows sellers to disguise their location. It doesn't seem that any verification is done when creating an eBay account. Look at the sellers whose location is "Anywhere, USA" or "Somewhere in the USA". Anyone could put down any town or city when they register with eBay.
It doesn't make any difference where a seller lives. There are wolves in disguise everywhere.

I told him I could wait for the dish, but to please send the receiver and remote. I received those about a week later, but the remote didn't work. I wrote and he said he would send a refund, but didn't. I kept asking about him sending the dish, and he kept saying his arm was in a cast. I assumed that either the eBay or Pay Pal guarantee would back me up. I kept checking with the seller, and he kept saying his arm was still in a cast. After several months had passed, he quit responding, so I turned to eBay guarantee, but found it wouldn't cover because the month was up. I then went to Pay Pal, and discovered it was only good for a month. Lesson learned: don't try to be nice! It doesn't pay.
At about the same time, I purchased a large pool. The seller said shipping would take 3-4 weeks after the check was received, because of the size. By the time I realized the pool was never going to arrive, the month was up for it, also.
A month is not enough time for checks to clear, and some items to be shipped. It may work for some items, but won't for others. There ought to be more leaway.

Item I recieved was the black-and-white version of what I originally ordered. The person wouldn't answer any of my requests for the reason or a color one. What was worse was that neither Ebay nor PayPal wanted to help fix the issue. I finally had to call my credit card company and they finally re-credited my card after they got the money back. Haven't used Ebay since.

Only for extra use I opened a e-mail / site page on Netscape. At the end of the procedure of regitering I just got the information that I am now also member of eBay !
It is to my opinion not correct of Netscape to do this without my preconsent.
As I have never felt like using eBay, mostly because you get spam through them all the time for products going from the Pharmacy's (Viagra etc.) to getting e-mail spam from "***** women" trying to get you to go to a site... and even daily relegious christian bible spam.
No, to me is eBay only a big commercial ripp-off c.q. decieving. Mostly It seems they want especially all your private info. to sell to merchants.
So I say : " Shame on eBay and shame on Netscape ! "
